Fees: No charge for most core services; one time fee for Descriptive Video Club is $20.

Program Description:

State library for the blind and physically handicapped. The Library offers downloadable talking books, magazines and braille through two services. 1. BARD (Braille and Audio Reading Download) is a national program through which users can borrow braille and audio books. You must apply for this service. Format: digital talking books and braille. There is a BARD mobile app that can be used on phones and tablets, or the user may obtain a digital player from the library at no cost. 2. NOBLE (North Carolina BARD Local) is a local service through which users can download braille and audio books, magazines, and podcasts. No application is necessary. Format: digital talking book, podcasts, digital braille The library also has a collection of Descriptive Videos (Descriptive Videos are movies that have a voice describing actions, characteristics, and dress of the actors, as well as details of the scenery or setting. This descriptive voice speaks during the time when there is no dialogue. These videos can be enjoyed by everyone, both sighted and visually impaired. These videos play on ordinary VCRs, DVD players and televisions. The library does not loan or repair video equipment.) Descriptive videos, digital talking book players, and other items are mailed to individuals for use. All items are mailed to/ from library under "Free Matter for the Blind" mailing privileges, so there is no cost to library patron.
