Fees: $5.00 per handicapped placard; $28 for a license plate. Non-driver ID is free if being obtained for voting, or if user is over 70.
Intake Process: Go to license plate office for handicapped placards, or driver's license offices for non-driver IDs.

Program Description:

DMV will issue a handicapped placard or license plate for car with application signed by doctor. A physician must certify that the user is unable to walk without assistance or has restrictions caused by lung disease, defective vision, or cardiac, arthritic, neurological or orthopedic conditions. Plates may be issued on a temporary (up to 6 months) or permanent basis. Application is available online. Placards and plates may be obtained at any DMV license plate office or application may be mailed in. There are five locations in Wake County, in Raleigh, Cary, Wake Forest, and Zebulon. Location search and maps available on website. DMV will also issue a non-driver photo ID card for seniors or others who don't have a driver's license but need a photo ID. Requires proof of age and SSN, plus other ID (old driver's license OR birth certificate and social security card, OR other documents [see web site]). Available at drivers license offices. Photo ID's for use in voting are free.
