Program allows people with low to moderate incomes to be able to cut energy bills with free weather-related home improvements. Includes home energy audit, insulation and weather-stripping from top to bottom, installation of moisture barriers, caulking and sealing of openings, etc. Will repair broken glass in windows and doors but cannot provide new replacement windows. May include heating and air conditioning replacement or repair, depending on need and availability of funds. **For renters: Landlord's share of project cost is $275 plus 50% of any HVAC unit(s) cost, unless the landlord can document they have a similar income level as the tenant/RFS client. Household income must be less than 200% of the federal poverty level. This includes gross income from all sources, before any deductions, including wages, unemployment, disability, retirement income, interest and dividends, etc. Social Security recipients must add the Medicare Part B premium back in to determine their gross benefit amount. Assets are NOT counted, nor are capital gains, gifts, loans, inheritances, or proceeds from selling property. Child support payments are also excluded.
