Tier I: Disabled or elderly Raleigh resident, no valid drivers license. Tier II: Complex eligibility rules based on ADA requirements
Fees:
No application fee. The Tier I cost to the customer is $12 for $25 worth of coupons. The Tier II cost is twice the fixed route base fare.
Intake Process:
Fill out application. Takes about 3 weeks to process Tier I application; 21 city business days for Tier II.
Service Area:
Tier I is inside the Raleigh city limits. Tier II is within 3/4 of a mile of a fixed city transit system bus route.

Transportation program serving City of Raleigh Residents.
If you are a Raleigh resident with a physical or mental disability which makes it impossible to drive a car and/or use the city bus system, you are eligible for ART. ART provides subsidized door-to-door transportation service from participating taxi companies within Raleigh's city limits.
TIER I PROGRAM: One-way taxi or handicab trips beginning and ending inside city limits.
-Clients pay for service with ART coupons (approx. 50% discount on regular fare)
-Clients who still have driver's license are NOT eligible for Tier I services, but may apply for Tier II.
TIER II PROGRAM: Tier II is available to ART users who qualify under the Americans with Disabilities Act (ADA). In order to qualify for Tier II service, there must be CAT fixed route service available for the trip but, as a result of physical or mental impairment, the individual is unable to get to, board, ride, get off, or travel from the CAT bus stop to the destination.
ART trips are eligible for Tier II only if the taxi or handicab trip begins and ends within 3/4 miles of a CAT bus stop. Other eligibility requirements may apply.
Eligible Tier II ART trips allow taxi and handicab service to be provided at a cost of $2.00 per trip. Eligible users pay for Tier II service with ART tickets, good for one trip, one way only. Tier II trips must be scheduled through the ART program; staff will determine if the requested trip is eligible and will dispatch the service through the approved cab company. Requests for Tier II ART service may be made Monday through Friday between 8:00 a.m. to 5:00 p.m. by calling 890-3459; Saturday and Sunday by Voice Mail from 8:00 a.m. to 5:00 p.m. at the same number, and by fax Monday through Friday at 890-3484. Also, seniors can ride regular city buses for $.50 per trip. Seniors can buy a ticket for $4.00 which is good for 10 bus rides (by showing a valid Medicare card or CAT identification card).
May transport to medical clinics at Duke and UNC Hospital Systems through use of a TTA Van at a charge of $4 one way or $8 round trip.
Purchasing ART tickets:
ART/Tier I coupon books and Tier II tickets may be purchased from the City of Raleigh in person or by mail. No refunds or exchanges for purchased coupons. VISA and MasterCard are accepted for tickets purchased at the Avery C. Upchurch location, as well as mail payments. See details below:
