Fees: Income must be less than 150% of poverty level (as of 7/1/07: $15,315 for family of 1, $20,535 for family of 2).

Program Description:
Program allows people with lower incomes to be able to cut energy bills with free weather related home improvements. Includes insulation and weather-stripping from top to bottom. Will repair broken glass in windows and doors. May include heating and air conditioning replacement or repair.
