Program Description:

State/county funded program which provides financial support for low-income individuals to pay for adult care home services. To apply, go to Wake County Human Services if you are a Wake County resident. The program is administered by the NC Division of Aging and Adult Services. Their website has a downloadable brochure about Special Assistance at: http://www.dhhs.state.nc.us/aging/adultsvcs/specialassistance.pdf Current income limit is $1247.50 per month, with less than $2000 in assets (for an individual). Recipient pays up to $1,207 of their own income for room and board to adult care home and keeps a $46 personal needs allowance plus a $20 income exclusion. A higher income limit applies for residents of Special Care Units (dementia units). Special Assistance pays the difference between client's income and the cost of care (up to state reimbursement limits). Medical expenses and some personal care services are covered by Medicaid. In the case of a couple where only one spouse is applying for Special Assistance, only the income of the individual who is applying will be considered in determining eligibility. NOTE: For clients moving from out of state, there is a 90-day residency requirement before client may qualify for benefits. This may be waived if a relative of the client has been living in NC for more than 60 days. There is also a Special Assistance In-Home program which is available on a limited basis and can provide a cash supplement to assist individuals who are at an assisted living level of care but want to remain at home. The money can be used for anything, but the individual has to be eligible for regular private living Medicaid in order to qualify.
