This program is a component of the USDA Rural Development Program. It provides housing grants for repairs for low income (less than 50% of area median) homeowners over age 62 to correct safety and health hazards. Grant funds are limited, and may run out at times during the course of a year. Wait lists of about a year are not uncommon. Also can provide 1% interest loans to low income (less than 80% of area median income) homeowners of all ages, to make any type of repairs and remodeling to their home in rural Wake, and several other counties. Loan funds are usually available. Loan program can provide basically any type of repairs, including heating units, hot water heaters, insulation, windows, doors, roofs, floors. Applicants must own the house and land. Manufactured homes, including single-wides are OK if they own the land. For relatively small (<$15,000 jobs), applicants are NOT required to have substantial equity in the home. Rural is defined as an area with less than 20,000 population. Raleigh, Cary, Garner, Apex are not eligible. However, if client lives in a rural area, outside city limits, they can call to inquire even if they have a postal address in one of these towns. Residents of smaller Wake county towns such as Wendell and Zebulon may be eligible. Note that eligible areas are being redefined based on 2010 census; call to inquire.
